Does my 60-hour Principles course count toward the broker requirement?
No. Section 54.1-2105(C) states that licensure as a salesperson does not exempt a salesperson seeking a broker license from the educational requirements established for brokers. The 60-hour Principles of Real Estate course you used for your salesperson license cannot be reused.
Who is eligible to become a real estate broker in Virginia?
You must be at least 18, hold a high school diploma or its equivalent, and have been actively licensed and engaged as a real estate salesperson for 36 of the 48 months immediately preceding your application (18VAC135-20-30 and 18VAC135-20-35). Fingerprinting is also required.

Why Brokerage Is the One Broker Course Virginia Names by Regulation

Most states describe broker education only in total hours. Virginia goes further. 18VAC135-20-410(A) states plainly:

“Brokerage must be a required specific course with three semester hours or six quarter hours, but at least 45 class hours, constituting a complete course.”

DPOR states the rule directly. Its DPOR Pre-License Education guidance says you must complete a Real Estate Brokerage course and, in addition, either:

  • (A) the three Broker-Specific Courses — Real Estate Appraisal, Real Estate Finance and Real Estate Law; or
  • (B) two of those Broker-Specific Courses plus one approved Broker-Related Course — Real Estate Abstracting, Contract Law, Economics, Feasibility Analysis, Investments, Math, Property Management, Property Law, Business Law, Commercial Mortgage Lending, Land Planning and Use, Urban Development, or a CCIM / CRB / GRI / SIR-SIOR designation.

Either route requires Brokerage plus at least two of Finance, Appraisal and Law — three of the four modules, minimum. Each course must be at least 45 class/clock hours or 3 semester hours.

Two further DPOR rules catch applicants out: courses taken to meet continuing education requirements are not acceptable for pre-license credit, and DPOR requires original or certified transcripts to verify broker pre-license courses.

That single sentence is why this course exists as a standalone product. Every other broker subject — finance, appraisal and law — appears in § 54.1-2105 of the Code of Virginia as a content area the Real Estate Board expects your coursework to cover. Brokerage alone is named as a required specific course with a minimum class-hour count attached. If you are building a Virginia broker application, this is the course you cannot substitute around.

The same regulation adds a limit worth knowing: under 18VAC135-20-410(C), no more than 45 class hours of broker-related courses will be accepted in lieu of the specific broker courses. Related subjects such as property management, land planning and land use, business law, real estate economics and real estate investments can help — but only up to that ceiling.

  • Hiring, training and supervising agents: recruitment, onboarding, independent-contractor versus employee status, and the supervising broker’s duties under Board regulation.
  • Business planning, marketing and leadership: budgeting, forecasting, competitive positioning, advertising compliance and building a team that retains people.
  • Compliance and risk reduction: escrow and trust-account handling, disclosure obligations, agency relationships, prohibited acts, and the practices that keep a firm out of disciplinary trouble.

Because supervising broker responsibility is where most Virginia disciplinary cases begin, the compliance material is weighted heavily — it is the part of the job that carries personal exposure.

How the Brokerage Course Fits Virginia’s 180-Hour Broker Requirement

Virginia states its broker education requirement in semester hours, not clock hours. Per § 54.1-2105 of the Code of Virginia, every applicant for an initial broker license must have completed not less than 12 semester hours of real estate instruction. At three semester hours per course, that is four courses of 45 class hours each — the 180 hours you will see quoted everywhere else.

Virginia Broker License Requirements at a Glance

Coursework is only one of several conditions. To qualify for a Virginia broker license through the Virginia DPOR Real Estate Board you must also meet the following, set out in 18VAC135-20-30 and 18VAC135-20-35:

  • Experience: actively licensed and engaged as a real estate salesperson for 36 of the 48 months immediately preceding application, verified by your principal or supervising broker.
  • Age and education: at least 18 years old, with a high school diploma or its equivalent.

One trap catches a lot of applicants. Under § 54.1-2105 of the Code of Virginia(C), holding a salesperson license does not exempt you from the broker education requirement. The 60-hour Principles of Real Estate course you completed for your salesperson license cannot be counted again toward your 12 semester hours as a broker.
